Log in, click on hosting then select domain and click on manage account then click on file management, then click on the cgi-bin folder (on the left) to open this folder, then right click on the file (webcal_submit.pl) and select copy to make a back up copy before editing the original (name the backup file with a different name). Then click on the checkbox next to the file and then on the edit button at the top of the screen, when finished editing click on the disk/save icon at the top of the edit window.
